They sell 86 different cars in other countries that get better than 40 mpg that they don’t sell here.

They don’t meet EPA emissions standards. These cars pollute the atmosphere too much.

The other countries who allow these cars don’t care. But these same countries who allow these polluting cars like to blame us for all of the environmental problems.
